Dear
Reader:
Plans for the 2008 Annual Conference are well
underway and we have exciting things
to report, as you will see in this newsletter.
Sponsorships and Exhibitor Opportunities
are selling fast and our Agenda is nearly
complete.
In addition to the tremendous efforts the
Marketing Committee has put into the conference,
the Legislative Committee has been hard
at work keeping Delaware's captive statute
and regulations on the cutting edge.
These committees are just two examples
of the many ways DCIA is working to make
Delaware the first choice for captives.
Sincerely,
Lindsay

Legislative Updates |
As you may already know, Delaware's captive insurance statute
was updated in 2005 and amended again
in 2007. This spring, DCIA's Legislative
Committee worked with the Delaware Department
of Insurance to update the related regulations.
The upshot of that effort, Regulation
302, was published by Delaware's Registrar
of Regulations on June 1, 2008 and will
become effective June 11, 2008.
DCIA's Legislative Committee has also begun a review of H.R. 5792, the "Increasing Insurance Coverage Options for Consumers Act of 2008," the federal bill that would expand the liability risk retention act. The DCIA as well as the Department of Insurance expect to support the bill. The Legislative Committee plans to begin drafting a letter of support, with recommendations for clarifying amendments, at the end of June. If you would like to share with the Legislative Committee any thoughts you may have about the bill, please contact Lindsay Wheeler. | |
