Clayton Ingram to leave South Carolina Department of Insurance on Aug. 1

 

Columbia, South Carolina, July 16, 2008:

CLAYTON INGRAM, MANAGER OF BUSINESS DEVELOPMENT FOR THE SOUTH CAROLINA DEPARTMENT OF INSURANCE WILL LEAVE THE DEPARTMENT ON AUGUST 1, 2008.

Ingram has accepted a position with the South Carolina State Housing Finance and Development Authority, as Director of Special Projects where he will oversee numerous agency functions including legislative and regulatory monitoring, public information, telecommunications and other functions related to affordable housing issues and initiates.

"The mission there is fairly straightforward." Ingram said, "My focus will be to make sure all South Carolinians have the opportunity to live in safe, decent, and affordable housing."

Clayton joined the DOI in early 1999 serving on the executive staff of Insurance Director Ernie Csiszar with primary responsibility for public affairs and special projects. Clayton became best known for his involvement in the development and passage of the Captive Insurance Act of 2000. He accepted the position of Director of Business Development for the newly formed ARTS Division (Alternative Risk Transfer Services Division) in August 2000. Clayton has dedicated his time and talents in growing the captive industry and infrastructure in South Carolina to make South Carloina the domicile of choice. In 2002, BEST REVIEW named Ingram as one of its "PEOPLE to WATCH" - declaring, "Ingram's ability to promote South Carolina's captive status as a long term, business commitment by the state is the main reason the state is viewed as a leading contender in the new wash of entrants to the captive market."

And Clayton did make the State of South Carolina a blooming domicile. In the second year the domicile licensed 17 captives. In July of 2008, South Carolina is ready to license # 197, 198 and 199. What a milestone that South Carolna will reach license #200 by fall of this year!!!!

Ingram has been a tireless advocate for the business potential of South Carolina and the captive and alternative insurance markets. The South Carolina's ARTS program has been emulated by other states, and is recognised globally. It has created a source of revenue and jobs for South Carolina. Ingram said, "I am incredibly proud of what we have built in South Carolina in such a short time. The people who have dedicated themselves to this program are the sharpest minds in the business and will assure its's continued success."
