Debbie Walker is the senior deputy commissioner of the Captive Insurance Companies Division of the North Carolina Department of Insurance (NCDOI) and is responsible for the oversight of the licensing and ongoing regulation of all North Carolina captive insurance companies. Ms. Walker's responsibilities also include the marketing and promotion of North Carolina's captive insurance program for the purpose of developing the captive industry in North Carolina.
Ms. Walker has over 25 years of insurance regulatory experience. Prior to her appointment as senior deputy commissioner, she held the positions of deputy commissioner and director of captive insurance for approximately 4 years. She has been responsible for the establishment and management of the NCDOI's captive insurance company regulatory operations.
Before the 2013 enactment of North Carolina's captive enabling law, she held the NCDOI position of chief financial analyst for over 7 years. In that position, she was responsible for the financial regulatory oversight of all licensed insurers, eligible surplus lines insurers, accredited and other authorized reinsurers, and reinsurance intermediaries through the management of a team of financial analysts and other professionals. In addition, Ms. Walker has varied insurance regulatory and industry experience through other positions she has held within the NCDOI and the insurance industry.
As a graduate of Meredith College in Raleigh, North Carolina, Ms. Walker obtained a bachelor of science degree in business administration with a concentration in management. She later attended North Carolina State University to obtain additional coursework in accounting. After completing her education, Debbie obtained the designations of Certified Public Accountant and Fellow, Life Management Institute.
