Mr. Towle has been president of CICA since April 2017. Previously, he was the director of financial services for Vermont for 17 years, leading marketing and business development for the state's captive industry. During his tenure, more than 500 captive insurance companies were licensed in Vermont.
CICA is the premier global, domicile-neutral captive insurance association, bringing together approximately 400 members to network, share best practices, and provide a unified voice on industry issues. CICA monitors regulatory changes worldwide and advocates for the industry, winning the 2018 US Captive Award for "Industry Advocate."
Since becoming president, Mr. Towle has launched initiatives to educate students and young professionals on captive insurance careers, including a mentorship program, a college essay contest, and opportunities for young professionals. He encouraged the CICA Board to add academic members from the University of California and Temple University.
CICA hosts an international conference in the United States annually and cohosts a biennial conference in Luxembourg. Mr. Towle is a frequent presenter at US and international conferences. He serves on the Board of Directors for the International Center for Captive Insurance Education and has held advisory roles with the World Captive Forum and the Vermont Captive Insurance Association.
