Heather McClure Named Chair of CICA Board of Directors

Heather McClure, managing partner at Helio Risk, LLC, has been elected chair of the board of directors for the Captive Insurance Companies Association (CICA) for the 2025–2026 term. 

Ms. McClure brings over 25 years of experience in captive insurance and risk management to the role. Her background includes working as a captive owner, managing internal risk operations, and currently serving as a captive manager and risk consultant at Helio Risk. A CICA member for 15 years, Ms. McClure has served on the board for 4 years. She was previously recognized as one of Captive International's most influential women in the industry and named Captive Review's US Captive Risk Manager of the Year. She was also featured on Captive Review's Power 50 list. At Helio Risk, Ms. McClure provides captive management and risk consulting services to clients both across the United States and internationally.

"Our industry has grown exponentially over the last decade. Captive insurance is no longer an 'alternative risk financing vehicle,' but a necessary component of a total program to most effectively manage a company's risk," Ms. McClure said. "CICA is the leader in providing timely, unbiased, and valuable education for captive owners and service providers, and I look forward to continuing to work with my colleagues in producing that content for our industry and raising awareness of solutions to any challenges."

Alongside Ms. McClure's appointment, the board elected Prabal Lakhanpal, senior vice president at Spring Consulting, an Alera Group Company, as vice chair and Anjanette Fowler, managing director and senior vice president for the insurance and specialized industries group at PNC Institutional Asset Management, as secretary/treasurer. Mary Ellen Moriarty, vice president for property and casualty at College Insurance Company, will serve as immediate past chair. 

Returning members of the CICA board include Cheryl Baker, head of North American risk management at Stellantis; David Beyer, director of risk management at Alaska Airlines; Courtney Claflin of Minneapolis; and Udo Kappes, head of insurance at RWE AG-Germany. 

Newly appointed board members are Melissa Hollingsworth, chief deputy officer of risk management at Los Angeles Unified School District; Chaz Lavelle, partner at Dentons Bingham Greenebaum LLP; and Adam Miholic, vice president and head of captives and procurement at Revantage.
