Joshua Clark Joins Tennessee Department in Captive Development Role

Joshua Clark, a veteran insurance executive, has joined the Tennessee Department of Commerce & Insurance (TDCI) as director of business development for the Insurance Division. In his new role, Mr. Clark will be involved in attracting more captive insurance companies to the state.
"We're really excited to have a fresh perspective that brings new energy to our efforts in helping businesses find captive solutions right here in the Volunteer State," Assistant Commissioner Rachel Jrade-Rice said in a TDCI statement.
Mr. Clark "will build off his current contacts to help bring more insurance companies to Tennessee as he promotes the Volunteer State as a gold standard domicile," added Commissioner Hodgen Mainda in the statement.
Prior to joining the Tennessee Insurance Department, Mr. Clark worked as a consultant for EXL Loss Control in Nashville. "I look forward to the opportunity to be a part of maintaining Tennessee's status as a top-tier domicile for captives," Mr. Clark said in the TDCI statement.
Mr. Clark is the second executive recently hired by the TDCI to be involved in the captive sector. In June, Belinda Fortman, a former director of the Tennessee Captive Insurance Association, joined the TDCI as Captive Insurance Section director.
With its current count of 205 licensed captives, Tennessee is one of the largest domestic captive insurance domiciles. Tennessee's captive insurance premium volume topped $1.5 billion in 2019.
