South Carolina Appoints Andy Noga as Director of Captive Insurance

Andy Noga has been named director of captives at the South Carolina Department of Insurance (SCDOI), the agency announced. Mr. Noga previously served as senior vice president and general counsel at GuideOne Insurance Group. He brings more than 30 years of experience in the insurance industry, along with a master of laws degree from the University of Connecticut and a juris doctor from the Quinnipiac University School of Law.

"We are thrilled to announce Andy Noga as our new director of captives," Michael Wise, director of the SCDOI, said. "We focused on identifying a new director with exceptional experience and ability who will continue to grow our captives market with excellence. Our search has paid off."

South Carolina has been a leading captive insurance domicile since passing enabling legislation in 2000. The state has developed the infrastructure, staffing, and regulatory environment necessary to support a diverse and sophisticated captive insurance market. Currently, there are 233 active captive insurers operating in the state.

"I am excited to join the SCDOI and to contribute to its stellar reputation as a home for quality captive insurers," Mr. Noga said. "I look forward to meeting and working with everyone associated with the captive programs."

South Carolina's captive insurance sector includes companies across industries such as health care, finance, banking, insurance, transportation, construction, and manufacturing.
