The Vermont Department of Financial Regulation (DFR) has published the Captive Insurance Division 2023 Aggregate Report, now available for download on its website. The report compiles data from the fiscal year-end 2023 annual statement financial reports of all licensed captive insurance companies in the state. It should be noted that this data has not undergone auditing.

The comprehensive report includes various sections detailing different aspects of Vermont's captive insurance landscape. Key highlights from the report include the following.

  • Total Assets: $230.7 billion
  • Total Capital and Surplus: $80.1 billion
  • Total Gross Premium Written: $30.6 billion
  • Captives Licensed in 2023: 38, ranking 9th in the top 10 highest growth years for licenses issued
  • Total Licensed Captives: 659, with 632 active and 27 dormant
  • Total Licenses Issued (1981–2023): 1,321
  • Cells Approved in 2023: 39
  • Total Cells and Separate Accounts: 534 (412 cells and 122 separate accounts)
